Lullar Username Search
Username search tool that returns links to websites and pages where a searched username may appear.
Useful for pivoting from a known username or alias to possible profiles on other websites. Common usernames can create false positives, so identity should be corroborated with additional identifiers.
TruePeopleSearch
Public people-search resource that may return basic address history, possible phone numbers, relatives, and associated people.
Useful for developing public-record leads on a person, identifying possible residences or family connections, and generating additional identifiers to verify through authoritative sources.
Phone & Carrier Intelligence
2 tools
Resources for understanding telephone numbering and cellular infrastructure. Carrier legal-process resources are placed in the Authorized Investigative Resources section.
FoneFinder
Telephone prefix and numbering-plan lookup for U.S., Canadian, and international telephone numbers.
Use it to identify the likely carrier or numbering region associated with a phone number and to understand the number's original numbering context. Number portability means the result should not be treated as proof of current carrier or location.
OpenCellID
Open database of observed cellular towers and radio-network information with downloadable datasets and API access under defined conditions.
Useful for advanced geospatial work involving cellular infrastructure, tower locations, network identifiers, and radio context. It is not a phone-number tracking service and is best suited to investigators comfortable with GIS or structured data.
Vehicles, VINs & Rental Information
1 tool
Public vehicle-identification resources. Rental receipt resources that require identifying information are listed separately under Authorized Investigative Resources.
FAXVIN
Vehicle lookup and VIN-decoding resource with plate and VIN search functions. Optional paid vehicle-history products may also be offered.
The free lookup functions can help develop a VIN or vehicle description from available plate information in supported jurisdictions, or decode a known VIN so investigators can use that identifier in other authorized records systems.
Retail, Products & Marketplace Research
2 tools
Tools for searching online marketplaces, researching resale activity, and identifying products from UPC information.
eBay Advanced Search
eBay's advanced search interface for narrowing listings by keywords, seller, item number, price, location, completed listings, sold items, and other criteria.
Useful for locating possible resale activity, identifying sellers, searching unusual product combinations, reviewing completed or sold listings, and documenting marketplace patterns relevant to an ORC or fraud investigation.
UPCitemdb Bulk Lookup
Bulk UPC lookup utility that returns product information for multiple UPC or barcode numbers.
Useful when an investigator has a worksheet of UPCs from theft events, seizures, listings, or inventories and needs to quickly identify the associated products without researching each code individually.
Maps, Geolocation, Traffic Cameras & Surveillance Planning
3 tools
Mapping and visual-context resources for plotting locations, reviewing roadway imagery, and planning field activity.
Dual Maps
Multi-view mapping tool that displays street-level imagery, an overhead map, and a broader aerial or 3D perspective at the same time.
Very useful for pre-surveillance planning, reviewing approaches and exits, identifying nearby landmarks, understanding parking and roadway layout, and briefing investigators before field activity.
MapCustomizer
Simple mapping tool for plotting many addresses or locations onto a single map.
Useful for visualizing large lists of theft events, subject addresses, store locations, vehicle sightings, meeting locations, or other points to identify geographic clusters and travel patterns.
Virginia Traffic Camera Archive
Virginia traffic-camera viewing resource that provides roadway camera imagery and camera-location access.
