MAORCA Chapter Program
The MAORCA Chapter Program establishes a network of locally led chapters operating under the MAORCA umbrella throughout the Mid-Atlantic region.
Strengthen local ORC collaboration
Expand intelligence sharing
Increase law enforcement participation
Increase MAORCA membership engagement
Create sustainable local leadership
Standardize reporting and activity tracking
Build a pipeline into MAORCA's Intelligence Exchange, Investigative Support Groups, training programs, annual conferences and Board of Directors
The Chapter Program Will:
Chapter Classifications

A one-time designation available during the launch of the Chapter Program in July-Aug 2026.
Requirements:
Existing collaboration group operating for at least six months
At least one documented meeting
Defined geographic area
Identified Chapter Leader
Agreement to participate in the MAORCA Chapter Program
Founding Chapters will be recognized immediately upon approval.
Upon one year of sustained participation, Chapter will be designated as a Founding Chartered Chapter

Minimum participation from multiple organizations
Regional Director approval

Granted after an Emerging Chapter demonstrates sustained activity and participation.

Chapter Leader (retailer or law enforcement)
Recommended:
Law Enforcement Leader
Chapter Co-Leader(s)
MAORCA Regional Directors will provide oversight and support for chapters operating within their assigned territory.
Geographic Scope
Chapter boundaries should reflect the area from which the majority of participants are drawn.
Chapters may expand, split, merge, or redefine their geographic focus as participation grows.

Northern Virginia | Fairfax County
Minimum Expectations
Each chapter should:
Conduct at least one activity each quarter
Promote intelligence sharing
Support law enforcement collaboration
Encourage participation in MAORCA initiatives
Submit chapter activity reports
Activities may include:
Meetings
Training sessions
Intelligence exchanges
Prosecutor roundtables
Law enforcement briefings
Collaborative investigative sessions

July 26’ - Aug 26’ - Develop Program & Approve Founding Chapters
Sept 26’ - Approve Emerging Chapters, Develop Chapter Reporting Portal & Resource Kit
Oct 26’ - Recognize Founding Chapters at MAORCA Annual Conference & Host Chapter Leadership Summit
Aug 27’ - Begin Recognizing Chartered Chapters, Recognize Chapter Leadership & Performance
