PARTICIPATION OPPORTUNITIES FOR LAW ENFORCEMENT

Law enforcement participation does not require a large-scale operation or a significant commitment of additional personnel.

The Mid-Atlantic Organized Retail Crime Alliance has developed a flexible Law Enforcement Resource Menu outlining numerous ways agencies can participate based on available staffing, local crime trends, operational priorities, and agency capabilities.

Participation options may include:

• Advising patrol officers and dispatch personnel of Blitz Week activity and participating retail locations

• Providing roll-call briefings regarding local theft trends, repeat offenders, organized groups, suspect vehicles, and priority locations

• Increasing patrol visibility or directed patrols near participating retailers

• Positioning available officers near active retail areas to improve response times

• Assigning a law enforcement liaison to communicate directly with participating retail teams

• Establishing dedicated or expedited processing procedures

• Providing plainclothes officers, detectives, investigators, intelligence personnel, traffic resources, K9 units, or other specialized support

• Using license plate recognition systems, real-time crime centers, analysts, surveillance resources, or other available technology

• Supporting interviews, immediate investigative follow-up, evidence review, intelligence development, and case linkage

• Coordinating warrant activity, repeat-offender enforcement, fencing investigations, multi-agency efforts, or other strategic operations

These are options rather than required participation levels. Agencies may select any combination that aligns with their staffing, policies, priorities, and available resources.

The National ORC Blitz is intended to be more than a series of individual apprehensions. It is an opportunity to combine retail intelligence and law enforcement capabilities as part of a coordinated national effort.
