This chapter was established at the end of 2025 as a collaborative effort between local retailers and law enforcement. Since its formation, Harrisonburg’s Community Resource Unit has facilitated the sharing of numerous cases and intelligence across participating retailers and law-enforcement agencies.

These collaborative efforts have helped identify suspects involved in organized retail crime (ORC) incidents across multiple locations, ranging from Lynchburg to Harrisonburg and along the I-81 corridor.

The meetings have also strengthened partnerships and communication between major retailers, including Walmart, Target, and Lowe’s, as well as local law-enforcement agencies. By sharing information and coordinating efforts, we have been able to improve awareness, identify repeat offenders, and enhance our collective response to organized retail crime.
